Conding, revenue district officer of the Bureau of Internal Revenue District Office No. 102 based in Marawi City, emerged as the surprising champion on Board 1 category of the National BIR Anniversary Chess Tournament held at BIR, Diliman, Quezon City last August 2, 2018.
